This is the Oakland chapter of the California Cash Home Buyer Index, the largest roster any chapter has carried so far. For every company actively marketing cash home purchases to Oakland sellers at capture time, we pulled the California DRE license record, the Secretary of State corporate filing, the BBB file, Google review data, and dated captures of each company's own claims, then scored everything under the same frozen rubric every chapter uses. 17 companies made the scored roster; 9 more candidates were dropped before capture because their own sites make no live Oakland claim, with the evidence retained.

Key findings (2026)

All figures computed from the verified dataset (capture date , with the disclosed statewide-record reuse exceptions noted in the comparison table). Every company here markets a cash purchase; if you want the definition first, read what counts as a cash offer.

  • For 13 of 17 scored Oakland companies, the DRE returned no licence record we could link to the brand at all. Counting instead every company without a currently ACTIVE licence gives 14, because Osborne Homes holds a real record that has lapsed. Both figures are reproducible from the dataset; this sentence counts the first. Three carry a confirmed active link: Fast Home Buyer California and Bay Area Home Offers through identity-confirmed principals, and Sell Quick California through a broker license matched two independent ways. A fourth, Osborne Homes, holds a corporation license that expired in April 2024 and carries a documented disciplinary history on the DRE's own record, scoring zero under this Index's ruling for that pattern. As every chapter states: buying houses for your own account is legal in California without a license. The difference is recourse.
  • The DRE's public record for one roster company documents a 2019 sixty-day stayed suspension of the corporation and its then-officer, a subsequent indefinite suspension of that officer, and a 2023 revocation of the successor designated officer's license, across two case numbers with six hearing files attached. Those are the state's own filings, quoted as filed, checkable by anyone; they say nothing beyond themselves about current day-to-day practice, and this Index adds nothing beyond them.
  • One company carries a BBB F rating whose stated reasons on the BBB's own file are failure to respond to two complaints and length of time operating, next to a 4.5-star, 24-review Google record. Cross-platform divergence that wide is a verifiability finding in itself: check both records, not either alone.
  • 6 of 17 companies have no usable LOCAL Google review signal, which is a wider net than the four rows that score zero on the review axis: Osborne Homes scores on an out-of-market profile and WeBuy510Homes on a two-review listing, so both carry a number while telling an Oakland seller almost nothing. Four different disclosed reasons: no distinct listing resolved (We Buy Properties In The Bay Area, We Buy California Houses for Cash), a confirmed listing whose numeric badge did not extract this session (Urbanrise Invest, HomeVestors Bay Area), no Oakland-area listing at all (Osborne Homes scores on its Fresno profile), and a two-review listing (WeBuy510Homes). Different facts, not one bucket.

Snapshot dates: all axes captured or re-verified 2026-08-19, with statewide-record reuse from prior chapters annotated per cell in the dataset. "None verified" on the license column means our searches found no active DRE license we could link to the brand; it does not mean the company is operating illegally (see methodology). Osborne Homes' row applies this Index's ruling that an expired corporate license with a documented disciplinary history scores zero on the license axis regardless of the company's Active corporate status; its 2008 Active corporation, BBB record, and reviews score normally, and its review figure comes from its Fresno profile because no Oakland-area listing exists. Ranks 12 and 13 were an exact per-axis tie; the Index's tie-break instrument is total identity-linked review count, higher first, then alphabetical, and since neither row has an extractable count the tie broke alphabetically, disclosed here. "Badge unextractable" marks a confirmed listing whose numeric rating could not be read by this session's capture instrument, a disclosed gap, not a confirmed zero. Deed and title verification is planned for a future Index update and is not scored in v1. EVIDENCE TIER FOR THE 2026 CYCLE, STATED PLAINLY. The three axes a reader is most likely to want to re-run are ARTIFACT-BACKED: the DRE licence record, the Secretary of State entity record, and each company's own published claims. For those we hold the retained raw page or search result behind the scored cell, so the figure is reproducible rather than merely asserted. The other two axes, BBB and Google reviews, are SUMMARY-BACKED for 2026: they rest on our capture session's dated written record rather than on a retained raw page. THE REASON IS A LIMIT IN OUR OWN TOOLING, NOT ANYTHING ABOUT THE SOURCES AND NOT ANYTHING ABOUT ANY COMPANY. The BBB refuses our scripted requests while serving the same pages normally to a browser, review counts are drawn by JavaScript after the page loads, and we have no way yet to write a browser-rendered page straight to disk. Profiles run in Index score order. Each follows the same template: what the records show, what reviewers say, what the company claims against what we could verify, and which seller the company actually fits. Negative findings are quoted from records; we do not characterize beyond them.

What the records show: Principal Mohammad Mustafa Afzal holds active DRE broker license 01423695, no disciplinary action, and the license number is displayed accurately on the company's own Oakland page. The identity link runs through an exact match between the state filing's agent name and the DRE licensee name, corroborated by the East Bay branch listing's owner responses signed "Marc," matching the license's "Marc Afzal Homes" DBA; the DRE's own DBA list does not separately name "Sell Quick California," a disclosed nuance, not a mismatch. The entity, filed 03/19/2018, is Active. BBB: A+, 0 complaints, not accredited.

Fast Home Buyer California is operated by the author of this Index. It is included because excluding it would make the dataset incomplete, and it is scored by the identical criteria applied to every other company. Every data point in its row comes from the same public records, and the full dataset is downloadable so anyone can check our work.

Why it ranks where it does, examined: This chapter is where the publisher's company came closest to topping the table, and where a correction cost it that position, so the mechanics deserve daylight. Three things drive it, all checkable in the dataset. First, only three companies in this roster carry any active linked DRE license, and this is one of them, with the number displayed on its own Oakland page. Second, this row originally took no claims deduction here at all, which was wrong: a 2026-08-26 review found the same two conflicts its pages carry everywhere else, and applying them dropped this row from 86.6 to 78.6 and from first place to second, behind Sell Quick California. Claims vs records: "As little as 7 days," no fees or commissions, as-is; no deduction. As every chapter notes, the claims axis measures consistency, not candor; the zeros on the other axes are where an unverifiable identity shows up.

Best fit: A seller who insists on knowing who they are contracting with cannot currently learn it from public records here. Get the entity name and principal in writing first.

Who should not sell to a cash buyer

If your house is financeable, market-ready, and you can wait 45 to 60 days, listing it will almost always net you more money. A cash sale trades price for speed and certainty. That trade makes sense in specific situations: probate with liabilities running, foreclosure timelines, major condition problems, or when carrying costs and stress outweigh the spread. Every item below comes from a public record or a dated capture in the downloadable dataset. None of it is characterization; all of it is checkable.

  3. Licensed principals who do not display the license.Bay Area Home Offers' principal holds a clean broker license shown nowhere on its site. Only two of seventeen companies display a DRE number on their captured pages.
  4.
